TERRY BOUCK, "TERRY NELSEN BOUCK," has abused a public office as the Superintendent of the Billings, Montana, School District Two, and MUST be removed due to Montana Labor Law Violations, and Ethics Violations. TERRY BOUCK is much WORSE than the previous Superintendent of the Billings, Montana School District Two system. Since TERRY BOUCK took office, expensive wasteful public projects have been created, to cover-up TERRY BOUCK'S violations, at the tax payer expense of Senior Citizens on FIXED INCOMES, who have neither children, NOR grandchildren attending Billings, Montana School District Two schools. Since TERRY BOUCK took office, Student Suicides have INCREASED. Since TERRY BOUCK took office, Student Homelessness has INCREASED. Since TERRY BOUCK took office, Violence and Bullying in schools has INCREASED. Since TERRY BOUCK took office, Available UNIVERSITY DEGREE OBTAINED Substitute Teachers, has DECREASED. Since TERRY BOUCK took office, Resignations of SCHOOL BOARD MEMBERS at Billings, Montana School District Two has INCREASED. Since TERRY BOUCK took office, the education of ALL Students at Billings, Montana School District Two has SUFFERED. TERRY BOUCK, obtained an undeserved public office of trust, as the Superintendent of Billings, Montana School District Two, through unjust ELITISM, an unwarranted Privileged Cast System, directly created by a patronized unearned overly Privileged Background.
TERRY BOUCK, in addition to other offenses, conducted the following Violations: = TERRY BOUCK staffed the Billings, Montana School System Number Two, with undeserving patrons from a similar unjustified Privileged Cast System, without proper credentials, leading to Public Office CORRUPTION, and Administration INCOMPETENCE, which created numerous violations, as conducted by an unqualified staff, personally SELECTED, DIRECTED, and SUPPORTED by TERRY BOUCK. = These Abusers of the Billings, Montana School District Two System are NOW mentioned by name:

INFO] = It did NOT matter if these instructed phone voice mails were made at 2:00 in the morning, or at 2:00 in the afternoon, because it was very UNCERTAIN, if these phone voice mail messages were heard by any human staff. = When these instructed voice mails were unanswered, TERRY BOUCK Falsely stated, the mentioning of contacting higher level authorities, concerning the issue, were THREATS, in which, such statements were very legal to make, when being purposely IGNORED by the staff of TERRY BOUCK.
When finally confronted about this unjust nonsense, when TERRY BOUCK finally returned a phone call, after the injured party left several voice mail messages, as directly instructed by TERRY BOUCK'S Staff; then, TERRY BOUCK, threatened to call Law Enforcement, if he, or any of his staff were contacted again, by phone; in which, the previous contacts by phone were conducted by the direct instruction of TERRY BOUCK'S Staff, who were behaving according to his instructions. When the offended party came to TERRY BOUCK for neutral arbitration, this TERRY BOUCK, "in abuse of professional ethics," attempted to turn this meeting into a contest, in an immature unprofessional childish manner: = TERRY BOUCK, when facing a documented 1991 Gulf War Veteran of OPERATION DESERT STORM, a former SERGEANT from the full-time Regular U.S. Army, who was also a former Full-Time U.S. Marine, [following End of COLD WAR U.S. Military Down-Sizing], possessing: the South West Asia Campaign Medal with 3 Bronze Stars, the U.S. Marine Corps 'Combat Action Ribbon - Equal to the U.S. Army Combat Infantry Badge,' with Two LIBERATION OF KUWAIT MEDALS Awarded from the Kingdom of Saudi Arabia, and the Royal Kuwait Government, this TERRY BOUCK became verydisrespectful towards this documented U.S. Military War Veteran. == TERRY BOUCK then, disrespectfully boasted of being in the NATIONAL GUARD. The NATIONAL GUARD, is by tradition, since the close of the Korean War, was for persons who did NOT QUALIFY FOR THE FULL-TIME U.S. Military, had finished their Full-Time Military Service with a desire to obtain retirement points, persons who wanted to escape a military draft into the Full-Time U.S. Military during a time of war, and/or, for persons who were 'KICKED OUT OF' the Full-Time U.S. Military. What was the problem with TERRY BOUCK? TERRY BOUCK was obviously 'NOT Honorably Discharged,' from the Full-Time U.S. Military, causing TERRY BOUCK to have ridiculously bragged about this NATIONAL GUARD Membership, at the meeting. Was TERRY BOUCK disqualified for service in the Full-Time U.S. Military? In any event, the NATIONAL GUARD, after the Full-Time U.S. Military, and after the Federal U.S. Military Reserves, remains the THIRD STRING of the established U.S. Military team, and/or MINOR LEAGUES, within total reality, without any implied disrespect. = TERRY BOUCK had rudely treated a legal documented Full-Time U.S. Military 'Front-Line Combat War Veteran' with complete disrespect.
When the Documented Full-Time U.S. Military War Veteran, who had also successfully completed a Masters Degree (MPA) "MA" Public Administrationduring 1998, and a Bachelor of Science Degree (BS) Criminal Justice, during 1986, began speaking about his qualifications, in addition to, residing in Europe as a legal civilian for extended periods of time, and being bi-lingo in English/German,TERRY BOUCK began another disrespectful tone towards the Veteran again. This documented U.S. Military War Veteran, with vast Civilian/Military International Experience, who holds two completed University Degrees, also had documented teaching experience, in public schools, at all grade levels, within THREE U.S. STATES, including Montana, dating back to the year 1988, was subjected to the abusive unprofessionalism of TERRY BOUCK. = TERRY BOUCK, who failed to be a neutral arbitrator, at the meeting, in violation to a public office, said he went to Africa, in a contesting tone. ~ First, the meeting was suppose to be neutral arbitration, which it was NOT, due to the unprofessionalism, and bias of TERRY BOUCK. ~ Second, why was TERRY BOUCK talking about Africa, when what ever he did in Africa, had NOTHING to do with the issue at hand? TERRY BOUCK appears to be about '5 FEET and FOUR INCHES Tall.' Was TERRY BOUCK implying to have been a member of a PIGMY African Tribe? Folks, this nonsense, perpetuated by TERRY BOUCK, made in abuse of a public office, is very REAL.
The lame excuse for NOT returning instructed voice mails, is the false claim School District Number Two, of Billings, Montana is "too large" to operate efficiently by TERRY BOUCK'S Staff, where in FACT: = The Billings, Montana, School District Number Two, is SMALLER than MOST U.S. School Districts in MOST major U.S. Cities, demonstrating the professional incompetence of TERRY BOUCK, by perpetuating such unfounded excuses for delaying proper actions concerning this issue. = TERRY BOUCK'S Staff was very quick to remove the injured party from the employment list, without notify the accused first, in an unannounced, unpublished, 'non-common sense issue,' which would have been resolved at the individual school level, on the same day, at more competent school districts, but this was NOT the case of the INCOMPETENT Billings School District Two administration led by TERRY BOUCK. = If INCOMPETENCE was NOT the issue, then the direct selective persecution of an Unpublished, Unannounced, 'Non-Common Sense' issue, was utilized by TERRY BOUCK to wrongfully persecute an innocent victim, in a SALEM WITCH TRAIL Fashion, as if a modern SALEM WITCH TRIAL had taken place. = Also, it was never demonstrated, 'whether or not,' if the Unpublished, Unannounced, 'Non-Common Sense' issue had taken place, which would NOT have been a violation at MOST U.S. School Districts, and would have been announced, if it was, at MOST U.S. School Districts.
TERRY BOUCK falsely sited inconsistent statements referring to speaking to a Phone Voice Mail Service, upon the direct stated instructions of TERRY BOUCK'S Incompetent Staff, where which, the Phone Voice Mail Service kept cutting off in the middle of making statements, requiring a call back, due to the expiration of time, causing one to attempt to remember where the Phone Voice Mail Service Last Cut Off, each time, when a phone message was made. = NO Prompt replies were made to several requested Phone Voice Mail Messages by Human Staff, causing a desire to contact higher legal authorities to investigate the matter, in which, the entire situation was due to the Incompetence, and/or, unethical malice WRONGFUL DISGRACEFUL intentions created by TERRY BOUCK'S Staff. = This staff of TERRY BOUCK'S was recruited through ELITIST patronage to him, NOT by REAL Credentials, and NOT by REAL Qualifications, which gave birth to complete CORRUPTION with TOTAL INCOMPETENCE within the Billings, Montana School District TWO main office, at Lincoln Center:
